The PM Kisan Pradhan Mantri-Kisan Scheme - Problems Faced by Farmers

PM Kisan Pradhan Mantri Kisan is an initiative from the federal government of India where all farmers would receive a minimum financial support as basic income supplement. The scheme will start from April 1st, wherein the payment would be directly given to the eligible farmers as a basic income supplement. The scheme is expected to be rolled out across the entire country starting from Punjab, through West Bengal and Madhya Pradesh, and extending towards Bihar and Uttar Pradesh. The scheme is also expected to be extended to other states of India like Jharkhand, Chhatri, Bihar and Orissa. The PM Kisan program is part of the New Reconstruction Policy (NPP) that the government has launched for the purpose of financial relief to the people of different states of India.

The PM Kisan Pradhan Mantri Kisan scheme was formulated by Finance Minister Arun Jaitley after analyzing the fiscal position of different farmers in different states of India. According to the analysis, almost every farmer in India has been surviving on less than the normal returns, as they are yet to be declared fit for receiving the full benefits of the NPP. Agricultural economists have also pointed out that the lackadaisical attitude of the present Indian government towards granting financial help to the farmers has in many ways resulted in this crisis. Thus the PM Kisan scheme was said to be a step towards rectifying the situation.

The PM Kisan Pradhan Mantri Kisan scheme was initially announced with the aim of providing financial assistance to the farmers in distress. The scheme provides financial aids worth hundred thousand Rupees to each of the registered farmers who would adopt a new marketing practice called the "Maang Maal". The policy was also said to provide ample employment to the rural population in distress. In addition, the scheme would also assist the development of the agricultural sector.

Farmers who have been receiving benefits from the NPP for quite some time now can breathe easy and relax. However, the scheme has not been without its critics. Some feel that such a big amount of money should be provided to the agricultural sector only. Critics of the PM Kisan Pradhan Mantri Kisan scheme also point out that the agricultural growth is dependent on foreign trade. If there is a decline in the exports, there would be a decline in the agricultural growth also.

Another major criticism that the critics have raised against the PM Kisan Pradhan Mantri-Kisan schemes is that the distribution of the money is done inefficiently. This happens because the grants are released in bulk. As a result, the poor farmers do not receive a benefit proportionally to their application. The grants are also given without judging their needs on the basis of need. The rural development schemes will not be able to bear fruit if such flawed practices continue.

However, critics are not entirely against the PM Kisan Pradhan Mantri-Kisan scheme. They have raised questions regarding the efficiency of the scheme and the manner in which it is administered. The scheme has also been criticized for not providing a transparent decision making process. There are concerns that the scheme may lead to misuse of the funds.

Since the implementation of the scheme has not yet finished, the farmers who were provided with the MSP were given additional time to apply for the other scholarships and loans schemes. The government is planning to increase the allocation of the fund for the PM Kisan Pradhan Mantri-Kisan scheme from the present allocation of eight million Rupees to one million Rupees. This would mean that the farmers would get thirty percent more allocation. This would also be beneficial for the farmers to start new businesses. In this way, the farmers would be able to earn higher returns and earn decent incomes.

It is expected that the PM Kisan Pradhan Mantri-Kisan scheme would solve the problems of the farmers badly in the present. However, there are certain flaws in the scheme that need to be taken care of. The problems faced by the farmers should be solved through effective communication between the federal and state authorities. If these problems are not taken care of, then this scheme will not work efficiently and will become a failure.
